§ MR. W. H. SMITHasked the President of the Board of Trade, If he will cause a synopsis of the powers to be conferred by every Provisional Order Bill to be circulated with the Votes to Members, before the Bill is set down for a Second Reading?
§ MR. CHAMBERLAIN, in reply, said, that he had made arrangements under which in future every Provisional Order issued by the Board of Trade would be accompanied by a short Memorandum stating generally what was the nature of the proposals contained in the Orders which were included in a certain Bill. He believed that the Home Office and the Irish Office also issued Provisional Orders.
