§ LORD EDMOND FITZMAURICEMr. Hartley's complaint against the Japanese Government has been repeatedly brought to the notice of Her Majesty's Government since 1878. In September, 1880, he was informed that his case had been fully considered in communication with Sir Harry Parkes, Her Majesty's Minister in Japan; but that the circumstances were not such as to justify official interference. Lord Granville regrets that he sees no reason to modify the view that has been taken both by the late and present Governments.
