That it be referred to a Select Committee: That it be an Instruction to the Committee that they have power to inquire and report upon the conditions under which the Metropolitan Water Companies obtained their powers of rating, and the manner in which they have exercised these powers.Of course, there would be the ordinary addition to the Motion that the Committee have power to send for persons and papers.
