HC Deb 15 February 1884 vol 284 c1022
COLONEL NOLAN

asked the Chief Secretary to the Lord Lieutenant of Ireland, If fairs and markets will be permitted throughout Ireland after the 1st of March?

MR. TREVELYAN

Yes; if then the country were entirely free from foot-and-mouth disease. If, unfortunately, the disease then continued to exist, the regulations would be those which were in force before the passing of the recent temporary Order, and it would not be lawful to hold a fair or market in any Union in which foot-and-mouth disease existed, except under the licence of the Lord Lieutenant.
