asked the Secretary to the Admiralty, Whether Her Majesty's Government will agree to the appointment of a Select Committee of this House to consider and report upon the pay and allowances of Officers and Seamen of the Royal Navy?

MR. CAMPBELL-BANNERMAN

, in reply, said, it would be an unusual proceeding to refer such a question to a Select Committee, and the Government could not agree to adopt such a course.
