§ THE SOLICITOR GENERAL FOR IRELAND (Mr. WALKER)said, that the power had been expressly taken away by legislation, and was vested only in sanitary authorities. It was in the power of Town Commissioners to apply to have themselves made such, and it was not intended to introduce a Bill to confer the power referred to.
