asked the First Lord of the Treasury, If he can give an assurance that Her Majesty's Government will not commit themselves to any arrangements, involving a prolonged occupation of Egypt, without first consulting Parliament?

MR. GLADSTONE

I am under the impression that I answered a corresponding Question very lately, which was put by the hon. Member for Greenwich (Baron Henry De Worms). Her Ma- jesty's Government, I have always said, will be very careful of their duties and obligations to this House and to Parliament generally, and at no time more seriously than when they are in communication with any Foreign Powers. But it is impossible to say that we will not enter into any engagement with a Foreign Power without first consulting this House, because it would simply be handing over our whole responsibilities to Parliament.
