I beg to give Notice that, in consequence of the answer given by the right hon. Gentleman the Prime Minister as to the new Members for Scotland, I shall move, on going into Committee on the Redistribution BillThat, considering the admitted right of Scotland to a large increase of Representatives, no Bill is satisfactory which makes that increase dependent upon the chance of both Houses of Parliament consenting to an addition to the Members of this House.

I wish to ask you, Sir, in reference to the Notice which has just been given by the hon. Member for the Haddington Burghs (Mr. Craig Sellar), if it is in Order to give Notice of an Amendment to be moved on the Committee stage of a Bill before the Bill has been read a second time?

MR. SPEAKER

It is somewhat irregular, and I must admit that there is some inconvenience in that course. The Notice, however, given by the hon. Member will not appear upon the Paper until the Bill reaches the proper stage.
