MR. TOMLINSON

rose to call attention to the Correspondence respecting the Commercial Convention concluded between Spain and the United States relative to the West India Trade (Commercial, No. 10, 1884), and to move— That, in view of the increasing difficulties placed by foreign Governments in the way of the due development of the Home and Colonial trade and commerce of the British Empire, by differential duties and bounties, it is incumbent on Her Majesty's Government to use every means for securing the adoption of the most-favoured nation principle as the basis of the commercial relations between the whole of the British Empire and foreign nations.
