§ MR. COURTNEYsaid, he hoped the hon. Member would not press the second reading of this Bill at that time of night.
§ MR. JAMES HOWARDsaid, the hon. Member had given no reason why the Bill should not now be read a second time. This was a very reasonable Bill, and was supported on both sides of the House; and he should invite the opinion of the House on the Motion for the second reading.
