Motion made, and Question proposed, "That the Bill be now read a second time,"—(Mr. James Howard.)

MR. COURTNEY

said, he hoped the hon. Member would not press the second reading of this Bill at that time of night.

MR. JAMES HOWARD

said, the hon. Member had given no reason why the Bill should not now be read a second time. This was a very reasonable Bill, and was supported on both sides of the House; and he should invite the opinion of the House on the Motion for the second reading.
