Did not Cetewayo undertake, at the instigation 755 of Lord Kimberley, not to make war on the neighbouring Chiefs or people without the previous sanction of Her Majesty's Government, and, in the event of any dispute with any neighbouring Chief, to refer it to the arbitration of Her Majesty's Government? Hoes Her Majesty's Government intend to insist upon the execution of those terms on which he was restored to Zululand, or is the Convention with Cetewayo to be a dead letter, like the Transvaal Convention?
