THE MARQUESS OF HARTINGTONIt is not intended to abolish the musketry instructors (either officers or sergeants) in the Militia Battalions; as Militia officers, from not being constantly on duty like officers of the Line, cannot be expected to be generally qualified to impart musketry instruction. Moreover, very few hold Hythe certificates.
