asked the Financial Secretary to the War Office, If he could state when certain alterations in the conditions of service in the Army Pay Department are likely to be effected and published in the form of a Royal Warrant, or otherwise?

The proposed changes affecting the pay, promotion, and retirement of the officers of the Pay Department were recommended by a Committee of which I was Chairman, and have been approved by the Minister for War. They have been submitted for the consideration of the Treasury, together with changes in other establishments under the War Office, and as soon as their Lordships' sanction is given, and Her Majesty's approval is signified, a Warrant will be issued. I have no reason to anticipate that there will be any long delay, but it has been found convenient to submit the whole of the changes in one Warrant.
