SIR ARTHUE HAYTEEThe proposed changes affecting the pay, promotion, and retirement of the officers of the Pay Department were recommended 1722 by a Committee of which I was Chairman, and have been approved by the Minister for War. They have been submitted for the consideration of the Treasury, together with changes in other establishments under the War Office, and as soon as their Lordships' sanction is given, and Her Majesty's approval is signified, a Warrant will be issued. I have no reason to anticipate that there will be any long delay, but it has been found convenient to submit the whole of the changes in one Warrant.
