MR. BRANDSir, a corps of Volunteer Artillery applied for a loan of harness from the Government. Such a loan being contrary to the Regulations of the Volunteer Service, it was refused; but as the enforcement of the refusal would have put this corps at such a time to considerable inconvenience, the harness has been lent to the corps as a special case.
