Friend is aware that I have a personal interest in the subject to which he alludes; but I regret to say that, notwithstanding the urgent appeals of Her Majesty's Government, the Porte has hitherto done nothing towards carrying out its obligations to put in force the Organic Statute drawn up by the European Commission under the Article in question.
