MR. GLADSTONESir, the necessities of the Government, and I may say of the country, with regard to Supply are such that we shall not be able to ask the House to stop Supply at an early hour even for the purpose of forwarding a measure of our own, still less can we do this for the sake of discussing a promoted by a private Member.
