BUCHANANasked the Lord Advocate, Whether he can give any further information as to the alteration of the Rule under the Judicature Act to prevent domiciled Scotchmen being summoned to the English Courts, which he stated to be in draft on February 22nd; whether that draft alteration has been submitted to him; and, whether the proposed alteration is sufficient in his judgment to remove the hardship complained of; and, if not, whether he will take steps to induce Her Majesty's Government to insert in the Bill they propose to introduce in the other House for the amendment of the Judicature Act a provision to render the recurrence of such encroachments on the jurisdiction of the Scottish Courts impossible for the future?
