stated, that the hon. Member for Cardigan (Mr. D. Davies) had informed him, on behalf of the promoters of this Bill, that they were prepared to eliminate the objectionable clauses with regard to artificial manures and guano, and to relegate them to the same category as ordinary manure, imposing a uniform charge of 1½d. a-ton. He begged, therefore, to give Notice that he should withdraw his opposition to the second reading.
