asked the Secretary of State for War, Whether, under the Army Regulations, adequate provision is made for the regular visitation of hospitals by responsible officers other than those belonging to the Medical Staff whilst the Army is in the field; and, if not, whether Her Majesty's Government will cause such provision to be made?

The Queen's Regulations explicitly hold General Officers responsible for seeing that hospitals are frequently visited, either by themselves, or by other officers under their direction.
