Jephson, Private Secretaries to the Lord Lieutenant, calling on all members of the Civil Service to subscribe to a memorial to the late Mr. Thomas H. Burke; and whether, if the Circular was genuine, he would take steps to proceed against the gentlemen who signed it for intimidation, on the ground of their compelling people to do an act which they had a legal right to abstain from doing?
