MR. HIBBERT

, in moving that the Bill be now read a second time, said, it was merely an amendment of the Isle of Wight Highways Act, which had been in operation for 70 years. The Isle of Wight had not troubled Parliament very much; and, as the proposal of the Bill was merely to put the Island on an equality with other parts of the Kingdom in regard to the management of its highways, he hoped the House would agree to the second reading.

Motion made, and Question, "That the Bill be now read a second time,"—(Mr. Hibbert,)—put, and agreed to.

Bill read a second time, and committed for Monday next.
