§ SIR ARTHUR HAYTERSir, in reply to the right hon. and learned Gentleman, I have to say that the document alluded to, entitled "Hostilities without Declaration of War," is about to be published for general information. Copies will then be procurable at a low price; and, as the Paper will also appear in the Appendix to the Report of the Joint Committee on the Channel Tunnel, it appears to me—in which view my noble Friend the Secretary of State for War concurs—to be a needless expense to present it separately to Parliament as a Command Paper. Having regard to the value of this Paper, I should certainly have acceded to the request to lay it on the Table of the House, had it not been about to be distributed to all Members, and accessible to the public at a low price.
