said, this was a Bill of a very peculiar character, which proposed to pay interest on a large scale out of capital, in entire opposition to the Standing Order recently passed by the House. He, therefore, begged to give Notice that when the Bill came on for consideration he should move "that the Report, as amended, be considered on that day three months."
