§ MR. CALLANsaid, the Prime Minister had stated that the Order for this Bill would be discharged. It was rather incomprehensible, unless there was something beneath the surface which hon. Members could not understand, why the Order had not been discharged. He knew it was said it was necessary to keep the Order on the Paper for the purpose of putting the Act in the Expiring Laws Continuance Bill. That argument, however, was absurd, because the Act was now in force, and could be included in the Continuance Bill without the Order remaining on the Paper. He thought that the Order ought to be discharged, as long as the Government had given a public pledge in the House to that effect.
