§ MR. ANDERSON,in moving that the Bill be now read a second time, said, he did so for the same reason as that given by his hon. Friend (Sir John Lubbock). The objection mentioned by the President of the Board of Trade did not apply to this Bill, because it was 1097 read a second time after full discussion two years ago. The principle of this Bill was the same as that of which the House then approved.
