I wish to ask the Chief Secretary for Ireland whether it is the intention of the Government to institute a prosecution against the hon. Member for Leeds (Mr. Herbert Gladstone)—["Oh!"]—for the following act of intimidation? [Cries of "Order!"]

I have no wish to do that, Sir. I will put the Question in another form. I would ask the right hon. Gentleman whether his attention has been called to a speech of the hon. Member for Leeds in which he stated that the Irish landlords were chiefly responsible for the present condition of the country; and that if they would even now join the national movement—the national movement is the point to which I wish especially to call attention—the Irish question would be settled in a year?

Sir, the hon. Member for Leeds spoke in England, where anybody is at liberty to make any speech he likes, provided he does not break the public peace.
