§ LORD EDMOND FITZMAURICESir, no arrangement has yet been concluded between the Governments of Great Britain and China respecting opium; but negotiations on the subject are about to take place with the Chinese Minister, who has just arrived in London for the purpose, and it is hoped that they will result in a satisfactory settlement of the questions referred to by the hon. Baronet.
