In reply to Mr. WHITLEY, MR. CHAMBERLAIN said, that the Bill, founded upon the Report of the Fisheries Committee, would mainly deal with the regulation of fisheries, and would not, therefore, apply, in regard to most of its provisions, to ordinary seamen. He could not say, however, that some of its provisions would not be extended to them. No doubt the hon. Member was aware that the Report contained a recommendation that the Board of Trade officials should act as arbitrators in disputes with reference to seamen refusing to go to sea—a suggestion which seemed to him to be a very good one.
