MR. STUART-WORTLEY

said, the fact that this clause had been inserted was a matter of mystery to the public, inasmuch as it had not been reported in a single newspaper. It was really not safe, in his opinion, to embark in this new clause at the very end of the Session; and he begged to move that the House disagree with the Lords in the Amendment.
