asked the Under Secretary of State for Foreign Affairs, Whether, when the offer was made to Sir H. Parkes to be promoted to the office of Her Majesty's Minister in China, he was informed before accepting it that the salary of the office was to be reduced, or whether he was so informed only after he had accepted it?

Sir Harry Parkes was so informed before he accepted the appointment.
