asked whether it was to be read a second time without a single word of explanation?

THE ATTORNEY GENERAL (Sir HENRY JAMES)

said, he was sure his hon. and learned Friend had read the Bill, which was only rendered necessary in consequence of other Acts being passed to alter certain forms. It was a usual annual Bill.
