§ LORD EDMOND FITZMAURICESir, as I stated yesterday, the terms of the arrangement in connection with the recent proceedings on the Tigris are still under discussion; and it would not, in the opinion of my noble Friend the Secretary of State, be in keeping with public policy to make any further statement at present.
