§ MR. J. K. CROSSI have no reason to doubt, Sir, that the civil pay referred to is included in the war expenditure. The only information we have in detail is given on page 158 of the East India Finance and Revenue Accounts for 1880–1, presented to Parliament last year, and in other similar Returns.
