§ MR. MONKsaid, he wished to ask a question as to this clause. Was it intended that certificates, which would, in the ordinary course, lapse on the 5th instant, should be valid until the 31st of July of this year? If it was, the intention was hardly carried out in the clause. The gamekeepers' licences would, in the ordinary course, expire on the 5th of the month.
