DILKE,in reply, said, the initiatory steps remained with the Boards of Guardians; as to the second part of the Question, the discussion and the division which took place in this House in 1870, on the Motion of the hon. Member for the borough of Cambridge (Mr. R. R. Torrens), did not encourage a proposal similar to that suggested in the Question of the hon. Member.
