The noble Lord further asked, Whether it is the intention of the Government, pending further legislation, to continue to enforce the existing law; or, whether they will consider themselves entitled to exercise a dispensing power, and to issue instructions to the authorities to take no further prosecutions under the Acts?

I am afraid that I can only say to-day that I am in communication with my noble Friend the First Lord of the Admiralty and with the Secretary of State for the Home Department as to the measures to be adopted in order to give effect to the Resolution of the House on Friday last. I hope shortly to be able to make a statement on the subject; but I would ask the noble Lord to postpone the Question for a few days.
