§ MR. CAMPBELL-BANNERMANSir, I have seen a copy of the Circular referred to; but I have no means of knowing how far it really represents the views of the warrant officers, as it is published anonymously. The Board of Admiralty have shown, by their recent action regarding what my hon. Friend will know as the "other ships" clause, that they are not indifferent to the claims of this class of public servants; and, while not holding out any expectation of a general increase of pay or retirement, if anything that requires attention is brought before the Board, it shall be carefully considered.
