THE LORD ADVOCATE (Mr. J. B. BALFOUR)Sir, the Sheriff Clerk of For-farshire is required by the terms of his appointment to discharge the duties of the office personally at Dundee, and he is debarred from holding any other office of emolument, or practising as a solicitor. Previous to Mr. Ross's appointment, he was permitted to complete his current engagement as clerk and treasurer to the Harbour Trustees of Montrose, which terminates at the beginning of August. A similar arrangement was made with regard to the agency of the bank which Mr. Ross held.
