asked the Chief Secretary to the Lord Lieutenant of Ireland, On what ground the payment of arrears of salary, for services rendered in the Belleck Male National School, has been withheld from the late teacher?

MR. TREVELYAN

The Commissioners of National Education inform me that the delay in the payment of the outstanding portion of salary rests between the late teacher and the manager of the school, the Rev. Mr. M'Kenna, the parish priest. A claim for salary due to a National school teacher must be certified by the manager as "just and proper;" and in this case the Rev. Mr. M'Kenna withheld his certificate, on the ground that the teacher had abandoned his school with giving notice, in direct and wilful violation of his formal agreement.
