SIR H. DRUMMOND WOLFF

asked whether the Khedive had promulgated, or was about to promulgate, the Decree, the draft of which is in the papers, for the institution of the different Councils?

LORD EDMOND FITZMAURICE

Perhaps the hon. Member will give Notice of this Question.

MR. BOURKE

May I ask whether Lord Dufferin's despatch of February 6 has been approved of by Her Majesty's Government?

LORD EDMOND FITZMAURICE

Do I understand that the right hon. Member gives Notice of the Question?

MR. BOURKE

I will give Notice for Thursday, if necessary.
