asked the Secretary to the Treasury, If the following recommendation in the Crichton Report on the administration of the Board of Works in Ireland has been carried out:— We think it worth consideration whether a concession in point of time might not be made to local authorities as regards the repayment of the principal of a loan for sanitary purposes, and whether they might not he required to pay the interest only on the loan until the works have been executed, and the ratepayers have derived a direct benefit; if he has consulted the Local Government Board and the Irish Board of Works on the feasibility of the proposal; and, if so, with what result; and, if not, will he be good enough now to do so?

The two Boards have already conferred upon this point. The case has not yet arisen in a practical form; but, should it do so, it will be considered on its merits. Or, should the occasion arise of drawing new Rules, I would desire to provide for it in them.
