gave Notice that, on the resumption of the discussion on the Rules of Procedure, he would move to amend the Amendment of the hon. Member for Sunderland (Mr. Storey), so that, when amended, it should read as follows:— When it shall appear to Mr. Speaker, or to the Chairman of Ways and Means in Committee of the whole House, during any Debate, that the subject has been adequately discussed, and that the discussion is being prolonged for the purpose of obstruction, he may so inform the House or Committee.
