GLADSTONESir, it will be my duty, I hope, presently, to make the Motion of which I have given Notice, with regard to the Procedure of this House; and, when I make that Motion, I will take the opportunity, as being a most convenient one, of stating what course the Government intend to adopt with regard to one or two points which were left open when the matter was last under discussion.
