MR. GLADSTONEIt will be a matter for consideration when we come to those Rules whether we should ask the House to insert in the Rules any specification of a quorum. As is well known, the quorum is usually fixed at the time of the appointment of a Committee. I do not say there should be no deviation from that course; but I am not aware of any fundamental objection to it. It is quite plain the quorum ought 1127 to be much more considerable than with an ordinary Select Committee. I should suppose the time of the appointments would be a convenient and suitable one to consider it.
