THE MARQUESS OF HARTINGTONNegotiations have been going on, and although they have not ended in the conclusion of a Treaty, the Envoys have drawn up a draft Treaty, which is open for completion until the 31st of December. I think it would not be desirable to place any further Papers on that subject before the House until the question of the Treaty has been finally decided; but any other Papers of general interest I will lay before the House. The draft Treaty, as the hon. Member is probably aware, has been published in the Indian papers.
