asked the Under Secretary of State for Foreign Affairs, Whether there is truth in the statement that Her Majesty's Government have lately made serious proposals to the Cabinet of Madrid as to a Commercial Treaty, and that the Cabinet of Madrid have, in reply, proposed that city as the place of negotiation?

In answer to the hon. Member, I have to say that the Government of Spain have expressed a wish to discuss the commercial relations of the two countries at Madrid.
