§ MR. MONKexplained that, with the consent of the President of the Board of Trade and the concurrence of the hon. Member for Liverpool (Mr. Whitley), it was about to be sent to a Select Committee, and it was now proposed to read it a second time, after which it would be committed pro formâ, in order that Amendments might be inserted, and the Bill be re-printed.
