§ MR. DODSONSir, the Bill introduced by the Government in the House of Lords last year contained a clause to the effect indicated in the Question. That clause was omitted by the Lords' Committee, and was not re-inserted by the Committee of the Commons. Under these circumstances, I do not propose to introduce such a clause in the present Bill.
