§ SIR CHARLES W. DILKECertainly, Sir; undoubtedly so—a considerable number. As I informed the House, the reason of the delay in publishing the Papers was that the despatches had to be referred to Foreign Governments for their consent to publication. In a large number of cases despatches were taken out in deference to their views.
