BIGGARasked the Under Secretary of State for the Colonies, as Chairman of the Select Committee on Railways, If he can account for the publication by the daily newspapers of the Draft Report of Mr. Barclay, before it had been read a second time by the Committee on Railway Rates, &c.; if he can state in what newspapers that Report had been, in the first instance, pub- 41 lished; and, if he can inform the House by what means the "Times" and "Daily News" were enabled on Saturday morning last to publish the proceedings of the Railway Rates Committee on the previous day, and a summary of the grounds upon which that Committee rejected the Report of the Chairman of the Committee in favour of that of the honourable Member for Forfarshire?
